    "content": "Rangwe Constituency, I am going to give attention to the young men who are energetic and learned but do not have jobs. Most of them are in the business of pikipiki . We are going to work very hard to try and make sure that as we provide sanitary towels, and as we mentor girls, we also have male mentors to make sure that our sons in Rangwe Constituency and the greater Homa Bay County smell like a he-goat. A man must smell like a he-goat. I also want to take this opportunity to celebrate you, Madam Speaker, because the work that you are doing shows that women are breaking several ceilings in leadership. Women are starting to get their position in this country. I want to specifically thank the police system. When it came to the time of campaigning, special protection was given by the security system to female candidates. As much as there was political violence against female candidates, they endeavoured to make sure that female candidates were kept safe. I must celebrate them for this. They are defending our borders, defending our people but at the same time, we have a police system that beats up women. We have a police system that kills women and children who are below 18 years old. This is something we will have to look at again as a House and a country. Any community, any family and any system that kills, maims or beats up women calls for war. It could be an internal war or an external war. A woman is supposed to be a flower. A woman is supposed to be decorative. A woman is supposed to be used for progression, and not for beating."
