It is true that this Motion is a matter concerning counties because agricultural policy, what we are discussing here is a national Government function, but crop and animal husbandry to which this Policy relates, is a matter under the realms of the county governments in accordance with Part 2 of the Fourth Schedule of our Constitution. In that respect, I direct that the putting of the question on this Motion be deferred to Wednesday, 13th December, 2017."
