(Dr.) James Nyikal, calling for restraint with regard to the intervention by the Speaker in a matter that, in their opinion, should be left for consideration and resolution by the Minority Party. Standing Order No.20, upon which the Member’s concern is premised, outlines the procedure for the election of the Leader of the Minority Party and Deputy Leader of the Minority Party. Paragraph (4) of the Standing Order is instructive with regard to the submission of the outcome of the election process to the House through the Speaker."
