    "content": "Mr. Speaker, Sir, the project was started in 2003. It is a World Bank project which will take 12 years and we have already done three years. The districts have now grown from 20 to 86. The first 20 districts were Wajir, Garissa, Tana River, Kilifi, Kwale, Taita Taveta, Makueni, Embu, Meru Central, Nyeri, Kakamega, Butere- Mumias, Busia, Trans Nzoia, Nakuru, Homa Bay, Siaya, West Pokot, Gucha and Nyandarua. These districts were selected in 2003 by a consultative group involving the World Bank. We were looking for districts which were dry and needed assistance at that time."
