I would, therefore, want the seats of committee chairs to be designated to provide for a simple way of finding out which chair is always empty. Hon. Speaker, those are the two substantive points I was suggesting; that, membership to the PSC be restricted to a single term. I would have requested that it be started right from next week’s election because there is such a rush for positions. There is a lot of talent in this House. Let us tap it and restrict the tendency for some Members to sit in the Commission over and over again. Let us designate the sittings of the committee chairs. In the 11th Parliament one had to look around the whole House to find out if there is anyone standing in for a particular committee, particularly when we were seeking to know why there have been delays in responding to questions. Those are the two adjustments I would make. Otherwise, I thank the Committee. We were told by Hon. T.J. Kajwang’ that this might be a Committee that meets only once in five years. Among the new Members, there is a strong push for leadership and participation. The process of revision is supposed to be continuous – perhaps once every Session – so that there is a chance to enrich and upgrade the Standing Orders. With those remarks, I support."
