    "content": " Thank you, Mr. Speaker, Sir. I have listened to the answer by the Senate Majority Leader. Could he clarify - and if he does not have the information now, he can bring it later – a tabulated list of recipients of these social safety net funds in each county broken down to each sub-county so that, as representatives of the people in the counties, we can be able to tell who are getting these monies? Second, this House has been treated before to answers on these social safety net funds and the Internally Displaced Persons (IDP) resettlement funds. It turned out that the bulk of the money ends up in the pockets of the bureaucracy and not the intended recipients. Could the Government consider devolving these funds after carrying out a proper census of the eligible recipients so that the disbursement of these funds is administered at the county level by the county governments where it is easier for members who qualify where they are left out, they can go to their county headquarters and lodge claims or complains, whatever may be the case?"
