    "content": "Madam Temporary Speaker, I rise to respond to the questions raised by Sen. Halake on the position of Kenya on the Hague Convention on the Civil Aspects of International Child Abduction. Allow me to inform this august House that I am aware of the Hague Convention on the Civil Aspects of International Child Abduction on a Multilateral Treaty concluded under the Hague Conference on Private International Law on 25th October, 1980. It entered into force on 1st December, 1983 and as of 2nd August, 2017, there were 98 states party to the Convention. The Convention seeks to protect children from the harmful effects of abduction and retention across international boundaries by providing a procedure to bring about their prompt return.
