Firstly, it is within the purview of the Speaker to allow the bell to ring for periods in excess of five minutes prior to the commencement of the House, so you did not have to have any worries about the whereabouts of the Speaker. He was fully in charge and allowed for that to happen. Secondly, Hon. Kilonzo, under the current constitutional dispensation, we do not have Government in the House. Hon. John Mbadi has raised this issue so many times. I am unlikely to come to your aid with regard to your point of order, which is asking me about Government since it is not here in the House. If you look at the Constitution and the Standing Orders, they recognise parties forming Government or parties not forming Government. They are the only parties in addition to those like you, the independents. So, about Government, I am unlikely to make any direct intervention but of course, any party has liberty to hold their meetings anytime wherever they choose to, except that of course, if it is within the precincts of the Chamber, it must be with the leave of the Speaker. If you decide to hold your meetings at a time when the House is sitting, you actually do yourself disservice by not being available in the House and to participate in the proceedings. That is the furthest we can go at this point. Obviously, as you can see, the Member for Dagoretti North has ably assumed some position, perhaps, we can address him in his appropriately newly acquired title."
