    "content": "This Bill is divided into seven parts and four schedules. Let me give a brief background on the Bill. The Physical Planning Bill was first introduced in the House in August 2015. It was considered by the 11th Parliament and passed on 16th December 2015 by the National Assembly and subsequently sent to the Senate. So, the Senate stayed with this Bill for one-and-a-half years. Now that we have a new Speaker and a new leadership in the Senate, they should take their work seriously the way the National Assembly does. The Bill lapsed in the Senate following the end of the 11th Parliament and pursuant to Standing Order No.141(4) of the National Assembly, there was need for its re-introduction. That is why we have it here today."
