    "content": "This is a constitutional Bill. It gives effect to Article 66(1) of the Constitution which states that the State may regulate the use of any land, or any interest in or right over land in the interest of defence, public safety, public order, public morality, public health or land use planning. The State has powers of compulsory acquisition if it requires land for purposes of defence, public safety, public order and public morality. The Bill has come at the right time. The Government must seize land based on public safety. We must do something about the Salgaa black spot even if it means reintroducing the road that used to pass through the forest."
