    "content": " Mr. Deputy Speaker, Sir, the direction, though true, is a bit disheartening. This is because, yes, it is not compulsory for everybody or anybody to vote but it is absolutely important and necessary that we discharge our obligation to vote because we are voting for people going to represent the country in the regional Parliament that will shape and determine the integration of this region. So, an abdication of that responsibility will define your level of irresponsibility as a Senator. We encourage, through you, that all Senators present within the precincts of Parliament be whipped to come into the Chamber and discharge this responsibility and duty, much as it is not a compulsory exercise."
