"content": " On a point of order, Mr. Speaker, Sir. While you are acquainting yourself with the contents of the pleadings as presented by hon. K. Kilonzo, you impressed on us the need to have decorum in this House and adhere to our Standing Orders. I have a lot of respect for my friend, hon. Khalwale, but you heard him call on the Office of the Leader of Government Business and the Prime Minister to take action against the Minister for Justice, National Cohesion and Constitutional Affairs, who is very ably represented this afternoon by hon. Cheptumo, the Assistant Minister. Is it in order for Dr. Khalwale to go against the provisions of the Standing Order No.79(4), which states that:- “No Member shall impute improper motive to any other Member.” I am aware that in terms of the conduct of Government Business and the need to uphold high standards, we have also to be careful not to scandalize Ministers’ reputation without them being able to defend themselves."
