    "content": "Thank you, Mr. Deputy Speaker, Sir. I note that I am speaking for the first time when you are in the Chair and so, I also, belatedly congratulate you for being our Deputy Speaker. I was lobbied by senior Sen. George Khaniri to come and make contribution. I did although I thought taking some few cups of tea would have been more productive. I am very glad I am here because I am now very well informed from the contributions of Members. The TSC as a institution has become lethargic by virtue of the fact that it is the biggest public employer in East and Central Africa. It employs over 200,000 people. In the last Parliament, we approved the nominees for the Commission. I was very glad that at least in that Commission, for example, there is a gentleman called Mr. Twahir Mbarak who is disabled, among others of great repute and qualifications. I also reckon that in this day’s Jamhuri celebrations, both the Chairperson and the Chief Executive Officer of the TSC were given the Head of State commendation. They were given the Chief of the Order of Burning Spear respectively. As Sen. Moses Wetangula had put it, last year, I was also privileged to have been awarded by His Excellency the President. There are serious concerns within the TSC which might not be directed at particular individuals. However, in my opinion, having interacted with the TSC and with various meetings with them, there are serious challenges in terms of teacher management.
