"content": "House Committees are very important and vital. Without them, the House is not constituted in terms of workload. They are very vital in the working process of the Legislature. Committees play an oversight role and legislate. Every piece of legislation that comes to this House - either private or from the Government - must be subjected to a relevant Committee of this House which conducts public participation in accordance with Article 118 of the Constitution. Upon tabling a report, that piece of legislation can then be subjected to the last bit which is the Committee of the whole House. They play an oversight role in terms of the fact that it is the respective Committees that scrutinise the budget of each and every department of Government that they oversee. The Committee also makes sure that it participates in the budget-making process of their relevant counterparts in Government. They are very vital. Committees participate in the vetting process of public and State officers as provided for in the Constitution. Committees do 60 per cent of the work of Parliament. Committees are an extension of the plenary. The last decision lies with the plenary but the Committees are like the kitchen. They cook and prepare the food that will be discussed in the Chamber. That is why based on numerical strength, our Whips…It is unfortunate that Hon. Mbadi is not in the House."
