    "content": "House committees are agents. His time will come because he is supposed to defend the membership from the other side. House committees are agents that enable the House to organise its work in such a way as to perform the numerous activities simultaneously and in fulfilment of their mandate. In this regard, therefore, I present a list and urge the House to approve the appointment of these Members to the committees. This is the beginning of the formation of committees in the 12th Parliament. I want to tell Members that when a matter becomes very serious, you will only be very busy with one committee. I am sure the Chair of Liaison Committee, Hon. Cheboi, the Deputy Speaker, is here. Liaison Committee brings all chairs together. They are chaired by the Deputy Speaker. We must leave the culture that we saw in the 11th Parliament. Members used to walk into a committee, sign the attendance role and then they do not sit. We want Members to sit in the Committee, if it is two or three hours, and they do the oversight and legislation roles."
