    "content": "the committees of this House. When individuals came to the Committees in the 11thParliament, the relatives or the constituents also came. They are not members of that committee. They brought chaos to committees. When it happened the first time, I thought the problem was with Jubilee, until we saw one public officer from the other side and they came in large numbers. The moment committees elect their chairs and vice chairs, the first thing we do is to train Members. The Departmental Committee on Defence and Foreign Relations oversees National Intelligence Service (NIS), Ministry of Foreign Affairs and International Trade and the needs of the Ministry of Defence. We need to take that Committee through one week grilling and training them on its mandate. They engage the Ministry of Defence, NIS and the Ministry of Foreign Affairs and International Trade. The same applies to the Budget and Appropriations Committee and the Departmental Committee on Finance and National Planning. They must go through training which is done by the National Treasury and the staff of Parliament, so that by the time we start to engage with the Executive, Members should know the boundaries. How far can they go and grill?"
