It is amazing how everyone in this House may be talking about the same thing, but we are Members of the National Assembly which is governed by rules. It is not possible that we can argue and debate without the benefit of rules and laws. If we lose that, then we become a baraza, but not the National Assembly anymore. The little I remember about the Standing Orders and any decent conversation is that there must be a Motion before the Floor of the House by which Members are able to debate or even make points of order to."
