    "content": "The Committee shall be expected to table its report in this House in accordance with Standing Order No.66(c)(iii) of the Senate Standing Orders. In conclusion, I wish to draw the attention of this House and that of the Committee on Finance and Budget to Article 250(4) of the Constitution, which provides that: “Appointments to commissions and independent offices shall take into account the national values referred to in Article 10 and the principle that the composition of the commissions and offices, taken as a whole, shall reflect the regional and ethnic diversity of the people of Kenya.” I, therefore, urge the Committee to exercise utmost circumspection in the exercise and to uphold the relevant law and the spirit of the Constitution. I thank you. That is the first communication. Let me allow Hon. Senators to come in. PROCESSING OF THE BUDGET POLICY STATEMENT, 2018 Hon. Senators, this is the second communication. Section 25 of the Public Finance Management Act requires the National Treasury to prepare and submit to Parliament the Budget Policy Statement by the 15th of February in each year. By a letter Ref. No. Conf. /MOF 83/02/TY. 2/(6) dated 9th of February, 2018, and received in the office of the Clerk of the Senate on 13th of February, 2018, the Principal Secretary for the National Treasury submitted the following documents for consideration and approval by Parliament- (a) The Budget Policy Statement, 2018; (b) The Draft Division of Revenue Bill, 2018; (c) The Draft County Allocation of Revenue Bill, 2018; and (d) The Medium Term Debt Management Strategy, 2018. At Order No. 5 in today's Order Paper, I will allow the Senate Majority Leader to formally table these documents. Hon. Senators, the Budget Policy Statement is an important document that sets out the broad strategic priorities and policy goals that guide the national Government and county governments in the preparation of their respective budgets, both for the coming financial year and over the medium term. It contains, among other things- (a) an assessment of the current state of the economy and the financial outlook over the medium term, including macro-economic forecasts;"
