    "content": "The report of the Standing Committee on Finance and Budget shall contain policy and financial recommendations on matters and functions related to counties and a proposal on the division of revenue between the national and county levels of government. Based on the importance of the Budget Policy Statement in the National and County budget cycles and given the timelines contained in the Public Finance Management Act and our own Standing Orders, I direct that once tabled, the Budget Policy Statement be committed to the Standing Committee on Finance and Budget for its consideration and report to the Senate within twelve days; in this case, by 26th February, 2018.
