    "content": "Hon. Speaker, again I spoke to the Chair yesterday and told him that as I move for the Second Reading of the Bill, he is supposed to second it and give the stakeholders’ view. Now that he is not here to set the pace for 12th Parliament not to follow the precedent of the old Parliament, Chairs must be here to second Bills when they are tabled afresh. With this one, I am not ready until the Chair is ready to second."
