    "content": "Mr. Speaker, Sir, I have a community in my constituency, the Somalis who migrated from North Eastern Province. They have lived there for a long time and have given birth to children who have now reached the age of acquiring identity cards. When they meet the screening committee, they are told to go and get identity cards from North Eastern Province. Are we not discriminating against these Kenyans who have now become residents of Bahari Constituency? They have lived in that constituency for a long time and have given birth to children who are now old enough to get identity cards and yet they are told to go back to North Eastern Province to get the same."
