    "content": "Mr. Speaker, Sir, of course, I said that when the time comes; that is when we have the devolved governments, they will not have a role or if they do, it will not be in the manner in which it is currently established. I am not willing to withdraw that but this happened last time when we had the referendum. That was because we co- operated with the Minister of State for Provincial Administration and Internal Security. I request the Minister to assist me in this regard because it is not his responsibility to be distributing identity cards. However, because they have to reach the owners, and we want to co-operate in this regard, we request for his assistance. Again, it is important that every Kenyan knows that it is their duty to register, collect and carry their identity cards."
