    "content": "Mr. Speaker, Sir, I have two points of order. The first one is with regard to the speaker who is on the Floor. We all know the provisions of the Standing Orders on comments on petitions. This is because when a petition is read by the Speaker or a Member, it is supposed to be referred to the relevant Committee, where matters that my senior, hon. Ongeri is raising, will be canvassed. We have only 30 minutes for anyone who wants to comment on this petition and you can see that Sen.(Prof.) Ongeri has well eaten into that time; I think he is doing his fifteenth minute. So, I wonder what time some of us will have to comment on this petition if we have only 30 minutes. I therefore want to advise that the issues he is raising should be raised at the Committee level once the petition has been committed there. That is my first point of order. After you respond, Mr. Speaker,Sir, I have a second one now on the petition."
