    "content": "Thank you, Mr. Speaker, Sir. Initially, the Assistant Minister was talking about responsibilities, now he is talking about the magnitude of the task before him; which is which? More fundamentally, I think the Government has a collective responsibility to Parliament. I would have expected my good friend, the Assistant Minister for Public Health and Sanitation, to have consulted his colleagues. But, as you directed, let him answer what he is comfortable with and we will give the rest to the responsible Ministry, if it is convenient to him; but that is no reason for him to ask for more time."
