    "content": "Mr. Speaker, Sir, I would like to ride on this question. Fire outbreaks are not peculiar only to Nairobi City County. We have these fire outbreaks in many of our county headquarters. One of the things that we want to know is with regard to the disaster management teams, whether in Nairobi City County or any other county is: What is the level of preparedness in terms of reaching at the site and what level of access do they have to any site? This is because it hinges directly on the quality of planning. Direct access to the fire site is important for one to prevent fire occurrence. When I was the Minister for Local Government, we had encouraged the municipal councils to acquire the fire equipment including vehicles. We even made provisions at that time to get these vehicles from France. To what extent are counties equipped with firefighting equipment for them to respond effectively when an emergency that threatens the life of people arises?
