You will find in a county, whatever they have for fire-fighting is a small Land Rover vehicle and a water boozer. Is that really a standard for fighting fire? On what Sen. Wetangula asked, to what extent can we hold the officials who are given that chance to fight disaster culpable individually so that when a disaster occurs, we can identify the individuals who are criminally culpable?
