    "content": "Thank you Mr. Speaker, Sir, for the opportunity to speak on The Urban Areas and Cities (Amendment) Bill (Senate Bills No. 4 of 2017) that has been brought to this House. From the onset, I concur with a lot of the sentiments by Members from both sides. It is difficult to understand the real rationale behind this legislation, given the fact that the Urban Areas and Cities Act as it exists today is not being implemented. The priority at this point and, of course, we will support the Bill because I do not believe in throwing out the baby with the bath water as it has been done on the Irrigation Bill, which now even if we agree cannot come back until six months are done.
