    "content": "Thank you, Mr. Deputy Speaker, Sir. Before I respond, I must say one or two words on what happened to the Irrigation Bill this afternoon. We cannot be crying as a Senate and requesting for Bills to be introduced first in this House before they go to the National Assembly. I believe this is an initiative by one side of the Government. You cannot say that let us be nonpartisan as the House of the Senate when you have one card on the table and the other one under the table. I regret what happened this afternoon."
