Speaker, I beg to move the following Procedural Motion: THAT, notwithstanding the provisions of Standing Order 97(4) and the House resolution of 14th February 2018, limiting speech in a debate on any Sessional Paper, this House further resolves that debate on Sessional Paper No.3 of 2017 on the National Policy on Climate Finance be limited as follows: A maximum of three hours, with not more than 20 minutes for the Mover in moving and 10 minutes for any other Member speaking, including the Leader of the Majority Party and the Leader of the Minority Party and that 10 minutes before the expiry of the time, the Mover shall be called upon to reply; and further that priority in speaking shall be accorded to the Leader of the Majority Party and the Leader of the Minority Party, in that order. It is just a Procedural Motion. Earlier on last week, the House dealt with all the other Procedural Motions that govern how business of the House is conducted. Because we left out this and it is in the Order Paper, we felt we need to have this Procedural Motion in place so that, going forward, three hours will be allocated to this Sessional Paper. I ask Hon. (Dr.) Pukose to second."
