    "content": "Hon. Speaker, I was really struggling to see why we have allowed this Motion to be transacted. Probably I missed something. The Procedural Motion was not in the Order Paper. I am also trying to look for those Motions where the Standing Orders allow us to debate without giving notice and I cannot see. I am really at a loss."
