    "content": "Mr. Speaker, Sir, I want to ride on that statement because there is a growing trend across the country, especially with many governors to ignore the very specific provisions of the chapter on Public Finance. Article 209 of the Constitution is clear, for instance, that only the national Government may impose: ( a ) Income tax; ( b ) Value-added tax; ( c ) Customs duties and other duties on import and export goods; and ( d ) Excise tax.
