Of course, with time, those services have been devolved and they have come to the counties. But this is a Bill that would ensure some of these small services can actually be delivered right at the markets and the municipalities. By doing that, we would be doing what our devolution agenda was meant to achieve. So, Mr. Deputy Speaker, Sir, this Bill is good and I support it. The reason it has come to this House is not for us to say it is not a good Bill; but it is for us to improve it. If we have issues of a city or an urban area has a certain population, then it is for us to suggest what kind of population is acceptable for it to be upgraded. In my opinion, the issue should not be the population, but how you are able to sustain the city or urban area and make sure that you have the services to qualify for a certain level of development. Why should a place not be upgraded to a municipality if it has the necessary services, even if it has a small population? I do not think we should look at population"
