    "content": "Part IV provides for the establishment, functions and composition of the Kenya National Highways Authority (KeNHA), the Kenya National Urban Roads Authority (KNUR) and the Kenya National Secondary Roads Authority (KNSRA). It talks about how those bodies are established, their functions and their composition. The functions of these authorities relate to management, development, rehabilitation, and maintenance. Various classes of roads are specified in the schedule of this Bill. This part also provides for the establishment of the managing boards of the authorities and their powers and functions. Clause 21 provides for the responsibilities of the board or the authorities."
