    "content": "If you look at Clause 64 and Clause 65, it provides for the development and implementation of the annual works of the road works and road investment programmes. They must provide to the relevant Parliamentary Committee and to the country at large, their roads programmes. It must be transparent to the public so that roads are not built in one section of the country. That transparency and accountability is provided for in Clauses 64 and 65."
