    "content": "I want to concur with quite a number of my colleagues. We seem to have so many bodies and so many authorities in the roads subsector; they are merely a duplication, a waste of resources and generally confusing. I want to give you an example. You go to the constituency trying to explain to the ordinary voter the difference between the roads for KeNHA, the roads for KURA, the roads for KeRRA and those of the county government and it gets extremely confusing. My suggestion is that the drafters and the committee need to consider collapsing some of these authorities into a few that are fairly functional and effective. To be honest, in view of the devolved function and in view of the fact that urban development and management is a responsibility of county government, I do not see the essence of KURA."
