    "content": "I would like to support this particular introduction in this Bill. However, I think that the Bill has not been given the required mandate which I would like the Committee to look at. In my view, we need to expand the mandate of this Public Roads Standards Board, so that we can have within it eminent personalities within our societies and captains of industry in the various areas that are relevant to our economy. This will enable us to have a competent team of personalities who will advise the CS on many other aspects of quality of roads, roads construction and also to borrow best practices from other countries, in order for us to say that we are actually constructing roads that are capable of meeting the international standards."
