I, the undersigned, on behalf of the residents of Samburu North Constituency draw the attention of the House to the following: THAT, Article 43 (c) of the Constitution provides that every person has the right to social security; THAT, Article 21 of the Constitution on implementation of the rights and fundamental freedoms provides that the State shall take legislative, policy and other measures including the setting of standards, to achieve the progressive realisation of the rights guaranteed under Article 43;"
