The new Cabinet Secretary for Labour and Social Protection who happens to have be the former governor of Marsabit County saw this challenge first hand. When he started this programme at the county level, he tried to overcome these challenges. I hope by working with the Departmental Committee on Labour and Social Welfare he will get to the bottom of this problem."
