    "content": "Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute on this very important Sessional Paper. I wish to state that Sessional Papers inform policy and policy informs the House on the making of the law or the necessary legal amendments we need to make for the benefit of the country. The housing sector was boosted by the Constitution of 2010, whereby it becomes part of the rights of every citizen of Kenya to decent housing, water supply and sewerage system.
