    "content": "critically, it was a very interesting scenario. Initially, they wanted to be allocated almost 50 per cent of what comes from the Roads Maintenance Levy Fund and usurp the role of KeRRA as currently constituted. This definitely had its shortcomings because, in my view, most county governments, first and foremost, do not have the human resource and capacity to undertake some of the works the roads authorities do. For instance, we know that quite a number of counties have been grappling with graft or corruption issues and so have been most constituencies. The few works KeRRA has done in the constituencies cannot be compared whatsoever with what some of the county governments have done."
