    "content": "Of interest is that county governments wanted 55 per cent, but later watered it down to 20 per cent. It is recommended they get about 19 per cent. Most importantly, even out of the 19 per cent, they are not just going to get the money in any manner. It has been recommended that it will be given as a conditional grant.
