    "content": "Another important issue which this Bill has picked up is with regard to the Kenya Roads Board. This is one board where they are seeking to be allowed to withhold funds which are due to various agencies, including the county governments. If they do not meet the standard as prescribed by the CS for Transport, Infrastructure and Housing, then the funds are withheld. This is very important because as I mentioned earlier, there is the package that is going to the county governments. Out of experience, we know that if this money is not well checked, anything can happen. The request by the KRB to be in charge of the funds should be taken in a very positive way."
