    "content": "Mr. Speaker, Sir, while I agree with the Assistant Minister, the purpose of giving bursaries and other assistance to our secondary school students is to enable them access education which this Government and country acknowledges. However, it is difficult to understand why the Ministry would give directives that would deny clever children in our secondary schools access to education just because they were not admitted into boarding schools. Education for all is not meant for boarders only. It is meant for children in our secondary schools, universally. Could the Assistant Minister then consider issuing another circular which does not discriminate against our children in secondary schools who are poor and needy?"
