    "content": "Thank you, Hon. Temporary Deputy Speaker. I want to thank all colleagues who contributed. I also want to thank the Chair of this Committee. He is a unique one. He has sat here the whole afternoon. That is the essence of a chair; to listen to the views of Members and to incorporate them into amendments that will improve on the Bill. In just one word, the principal object of this Bill is to give effect to the Fourth Schedule of the Constitution in relation to the roads subsector. It is supposed to review, consolidate and rationalize the legal and institutional framework for the management of the road network in our country. I beg to move."
