    "content": "Mr. Speaker, Sir, in polytechnics, we have trainers who are employed by the Board of Governors (BOGs). Other trainers are employed by the Ministry. We have about 700 trainers employed by the Ministry of Youth Affairs and Sports. We are embarking on recruiting more. We also pay a token to trainers who are employed by the BOGs. For example, if the BOG is paying them Kshs5,000. We also give them an additional Kshs4,000. However, we know we have a shortage and we are working on that."
