    "content": " Mr. Speaker, Sir, away from pending bills, my point has been made. Until and unless there is an intervention, counties are going to grind to a halt. This is what is going to happen: Very soon everybody will be owed money, and I advise them to go to court and enforce their rights. Everybody will have a judgment against the county governments; an order to arrest a County Executive Committee (CEC) Member, county chief officers or even the governor because of all this. We do not want to go that route. We want to see counties properly managed and run.
