"content": "Mr. Deputy Speaker, Sir, I have seen a slum grow in Eldoret and that is why I am very passionate about this topic. I saw a tiny slum grow when I was a Member of Parliament in the year 2008. I moved in and started a nursery school, because the children had nowhere to go and learn. But c hangaa and busaa were being brewed around the children. We tried to eliminate it, but because we were creating facilities, we seemed to be attracting more people. Eventually, we had to go to the SOS Children’s Home to look for space for these children to be moved. That was the only way we managed to reduce the slum. Further, we had to create other amenities for the slum while ensuring that the children are out of the place. I am saying this passionately because I saw it grow and I saw people migrate into town. Whenever they came to town, they never moved to any other place; they instead moved to where they had seen others build the structures. Therefore, it is very easy to attract a huge population and create a slum.
