    "content": "Mr. Speaker, Sir, the information is contained in the letter by which the applicant requested exemption. In the majority of the cases which are missing, the logbook is attached showing that the logbook is registered in the name of the applicant and the country where it was coming from. Unfortunately, the records that were within the Ministry did not indicate in full all the details which are being requested here by the Questioner. Just to show that an applicant would have actually given the registration log book of the car, I have included here a list of some of the applicants whose passport numbers are not included. Since the copy of the registration book shows that he is the owner--- If somebody has a registration book and says he is returning from Uganda, we will assume that, that is the truth. So, that was the basis of exemption to those returning citizens."
