Senator to bring this Bill, notwithstanding the fact that the matter has not been considered by the Committee that is concerned? I imagine that once he moves the Bill, the second stage will be to second it. It will then be opened up for debate. I thought that this is the stage where the Committee brings a report stating whether the Bill ought to be supported or defeated. I seek your direction as to whether he can proceed, notwithstanding there is no Committee report?"
