    "content": "Mr. Speaker, Sir, when the vehicles arrive, that is when the request for exemption occurs. I am not particularly 100 per cent certain that all these vehicles had arrived before the requests were made. In some cases, as in the case of people coming from the United Kingdom, they already know that their vehicle is coming. It is already in the high seas. It has no certificate of conformity. It is also over age. Then they would apply. Some Kenyans will apply so that they can avoid the extra charges they would incur at the port if the vehicles stay at the port for too long."
